Match Official Development Lead
Responsible for leading the implementation of the Match Officiating strategy for the community game and talent development pathway.
Developing innovative and effective interventions to attract, grow, retain and develop high quality match officials for the U18’s girl’s and boy’s game. Ensuring relationship with the Referees Society is effective and productive.
Closing Date: 1 August 2025
Salary: £40,000 per annum
Location: Principality Stadium, Cardiff with regular travel
Hours of work: 35 hours per week.
Due to the nature of the role there will be a requirement to work flexibly including weekends and evenings on a regular basis.

The Role
Key Responsibilities, Tasks and Activities:
Leading the Team
- Lead the team of Match Official Development Officers to deliver the Match Official Development strategy
- Set individual objectives for direct reports
- Monitor individual performance and KPI's
- Give regular feedback on individual performance
- Coach direct reports to develop skills and improve performance
- Manage individual underperformance
- Hold regular team meetings
- Cascade information to direct reports and ensure understanding
- Carry out regular performance management reviews in line with performance calendar
- Provide hands on support to direct reports where required to ensure achievement of objectives
- Manage issues arising and escalate as appropriate
- Collaborate with the Referee Executive on the match official strategy and relationships by attending meetings, providing reports etc.
Match Official Development
- Develop modern, engaging and innovative match official development programmes/content for Level 3 and below to attract, retain and improve the quality of match officials across the community game
- Ensure programmes/content facilitates growth and support of match officials in the U18's girl’s and boy’s game
- Ensure programmes/content facilitate growth and retention of match officials in the adult women and men’s game
- Develop and manage the annual calendars for match official development events and CPD
- Develop a robust process to quality assure match officials engaged with clubs, hubs and educational settings
- Collaborate closely with the Community Coach Development Lead to align programmes and courses
- Collaborate closely with the Content Lead to create and develop content and support materials to grow and enhance the quality of match officials across the community game
Reporting
- Provide regular insight reporting, monitoring and evaluate effectiveness in line with the Match Officials Development strategy and requirements
Stakeholder Management
- Work closely with the Community appointments department and Elite Performance appointments departments to ensure alignment and clear effective processes
- Act as a key point of contact for the Referee Society meetings, representing WRU Community and the Rugby Engagement strategy

WRU Requirements
- The WRU require that individuals are proficient in IT skills, specifically Microsoft packages.
- Excellent written and verbal communications are essential, along with the ability to build strong relationships with internal and external stakeholders.
- Valid UK driving licence is desirable as a business needs vehicle is provided with this role
- This role is subject to an enhanced DBS disclosure and reviewed regularly in line with policy requirements
- An understanding of individual responsibility in complying with the health and safety policies and arrangements
