Programme Manager
The Programme Manager is a critical delivery role within the transformational change team, reporting directly to the (Interim) Director of Strategy & Transformation and working alongside the (Interim) Head of PMO. This role is responsible for managing and delivering specific projects within the organisation’s strategic One Wales transformation programme, ensuring they align with the overall vision of the One Wales 5-year strategy.
The Programme Manager will oversee all aspects of project delivery, from planning and execution to monitoring and reporting, ensuring projects are delivered on time, within scope, and to the highest quality standards. The role requires excellent organisational and communication skills, as well as the ability to collaborate effectively with diverse stakeholders across the organisation and the wider rugby ecosystem.

The Person
- Professional qualification in programme management (e.g., MSP, PMP, or PRINCE2 Practitioner).
- In-depth experience of strategic transformational programme delivery, change management, and organisational change.
- Exceptional project management skills, with a proven ability to manage large, complex, cultural sensitive initiatives.
- Strong analytical skills, with the ability to synthesize data and insights to inform decision-making.
- Excellent communication and interpersonal skills, with the ability to influence and inspire diverse stakeholders.
- High-level problem-solving skills, with the ability to navigate ambiguity and complexity.
- Skilled in stakeholder engagement and relationship management at senior levels.
- Significant experience delivering transformational programmes in large, dynamic organisations.
- Proven track record of driving strategic change in a complex, multi-stakeholder environment.
- Experience in the sports sector or a comparable ecosystem, with an understanding of governance, performance, and community dynamics.
- Demonstrated success in leading cross-functional teams to deliver measurable outcomes.
- Expertise in embedding cultural and behavioural change as part of transformation programmes.
- Highly organised, with a proactive and results-driven approach.
- Collaborative and team-oriented, with the ability to build strong relationships.
- Resilient and adaptable, thriving in a fast-paced and dynamic environment.
Desirable:
- Experience in rugby or other sports governance environments.
- Familiarity with public-sector partnerships and policy advocacy.
- Strong understanding of diversity, equity, and inclusion principles in programme design and delivery.
The Role
Deliver assigned projects within the transformation programme, ensuring alignment with strategic objectives and programme goals.
Develop detailed project plans, defining scope, objectives, milestones, and resource requirements.
Monitor project performance, identifying and addressing risks, issues, and interdependencies.
Coordinate cross-functional teams to achieve project deliverables, ensuring collaboration and accountability.
Ensure effective communication of project progress to the Head of PMO and Director of Strategy & Transformation, and other identified stakeholders.
Maintain project documentation, including plans, reports, risks, financials and lessons learned.
Foster a culture of innovation and continuous improvement within project teams.
Work with the Director of Strategy & Transformation and stakeholders to define project objectives, deliverables, and success criteria.
Develop comprehensive project plans, including timelines, budgets, and resource allocations.
Conduct stakeholder analysis to ensure all relevant parties are engaged from the outset.
Manage day-to-day project activities, ensuring adherence to plans and addressing any deviations.
Organize and lead project meetings, workshops, and reviews.
Coordinate internal and external resources to achieve project goals.
Identify potential risks and develop mitigation strategies to minimize impact on project delivery.
Proactively address issues as they arise, escalating to the Programme Manager when necessary.
Communicate regularly with stakeholders to keep them informed of progress, risks, and opportunities.
Build positive relationships with stakeholders to secure support and alignment.
Track project performance using key metrics, providing regular updates to the Programme Manager.
Prepare project reports, dashboards, and presentations for stakeholders.
Conduct post-implementation reviews to evaluate project success and capture lessons learned.
Contribute to the continuous improvement of project management methodologies and tools.
WRU Requirements
The WRU require that individuals are proficient in IT skills, specifically Microsoft packages. Excellent written and verbal communications are essential, along with the ability to build strong relationships with internal and external stakeholders.
Ability to communicate through the medium of Welsh and a Valid UK Driver's License is desirable. This role is subject to a basic/enhanced DBS check.
