Welsh Rugby is building for sustained international success. Our ambition is clear: the Men’s and Women’s senior teams consistently ranked in the world Top 5 and competing for honours annually in the Six Nations and the latter stages of Rugby World Cups. We want consistently competitive clubs challenging at the top end of their competitions, supported by pathways that produce more and better players for the professional and international game.
As Technical Director, you will shape one of the most influential roles in Welsh Rugby: leading the creation, alignment and execution of a unified Welsh Rugby DNA, a clear national identity, shared philosophy and connected player development system that consistently produces more and better players for the professional and international game across the Men’s and Women’s pathways.
This is a high-profile leadership position at the centre of performance, talent, coaching and innovation. You will set direction, create alignment and embed standards across a complex ecosystem, operating with pace, credibility and resilience.
What you will deliver
You will lead system-wide development and alignment across Welsh Rugby, including:
Defining and embedding the Welsh Rugby DNA across the Men’s and Women’s pathways: how we play, how we coach and the future Welsh player.
Aligning national teams, professional clubs and performance pathways behind a shared identity and way of working.
Building a connected Plan–Do–Review performance learning system and feedback loops that embed continuous improvement throughout the game.
Developing and evolving a modern game model and technical framework, informed by insight, global benchmarking and innovation partnerships.
Strengthening national capability in talent identification, recruitment, retention, scouting, contracting, player care and development, from pathway to performance.
Creating a system-wide insight and research capability, including “What It Takes To Win” learning that drives long-term performance.
Supporting elite coaching recruitment, development and succession planning across the national coaching pathway.
Deputising for the Director of Rugby and Elite Performance as required, representing Welsh Rugby internally and externally with strategic intelligence and credibility.
What you will bring
We are seeking a proven leader from the highest levels of high-performance sport, someone with the presence to unify stakeholders, the judgement to set direction, and the drive to embed standards at national scale.
Essential
Proven leadership in elite high-performance environments, with a deep understanding of winning performance strategies and the behaviours, standards and systems required to succeed consistently at the highest level.
Experience in identifying, managing and developing talent, with a strong affinity for the development of young players.
Ability to foster and manage close working relationships with national coaches, discipline leads, clubs and stakeholders to ensure a cohesive approach.
Strong performance planning capability across short-, medium- and long-term objectives.
Experience delivering key business objectives within the financial and performance targets set for each season.
Experience using data and measurement processes to inform and accelerate the coaching process.
A growth mindset with strong evidence of continued professional development.
Understanding and belief in the concept of a long-term developmental DNA for Welsh Rugby.
Proven experience with budgeting, contracts, risk and compliance in high-performance sport.
High resilience and confidence operating in a role with intense public scrutiny.
Commitment to live in Wales and be fully present and engaged in the role in a full-time capacity.
Desirable
Sporting/Technical Director Diploma or equivalent.
Postgraduate qualification in Sports Management, High-Performance Leadership or Organisational Behaviour.
Elite playing experience.
Connection to or knowledge of the Welsh rugby system.
Welsh language speaker.
Practical requirements
Proficient IT skills, including Microsoft packages.
Excellent written and verbal communication skills, with the ability to build strong relationships with internal and external stakeholders.
A valid UK driving licence is required.
This role is subject to an enhanced DBS check.

Role purpose
Lead the creation, alignment and execution of a unified Welsh Rugby DNA, embedding a clear identity, shared philosophy and connected player development system capable of delivering sustained international success.
The role: key responsibilities, tasks and activities
Strategy
Assist in the development of a comprehensive elite rugby strategy, operational plans and KPIs which integrate and align all elements of the elite rugby ecosystem.
Support the development of ‘What It Takes To Win’ models for National and Professional Club teams to align resources and philosophies across all departments.
Support the development of an elite coach recruitment and holistic development strategy to accelerate talent growth and enable effective succession planning across the national coaching pathway.
Deputise for the Director of Rugby and Elite Performance as required, representing them internally on executive matters and externally with stakeholders.
Welsh Rugby DNA
Define and embed the DNA principles of how we play, how we coach and the Future Welsh Player across the Men’s and Women’s pathways.
Align senior teams, performance pathways and player/coach development programmes behind a shared national identity and way of working.
Create a performance planning and learning system through a connected Plan–Do–Review process, and feedback loops that embed continuous improvement throughout the game.
Build an operational DNA blueprint that translates learning from senior environments into age-appropriate development models, delivery frameworks and coaching methodology.
Continually evaluate and evolve the DNA through insight research, global benchmarking and innovation partnerships.
Technical coaching & game model
Develop and implement the DNA “How We Play” model, linking a Welsh playing identity with the highest level of tactical and technical standards.
Support the establishment of the ‘how we coach’ philosophy enabling shared learning and collaboration across national, regional, club and academy coaches.
Implement skill and positional development programmes that build adaptable, creative and technically excellent Welsh players.
Set the vision, performance standards and player development targets for all national programmes.
Talent insight & management
Lead the development of a national talent identification and development strategy to unearth, track and nurture players, ensuring coherent progression from discovery to international success.
Define and embed “The Future Welsh Player” DNA framework as a unified, evidence-based model connecting all age groups and selection processes to create shared accountability for player development outcomes.
Develop the capability and strategy for recruitment, retention, scouting, contracting, management and player care across the entire Men’s and Women’s talent development system, ensuring a coordinated, sustainable and player-centred approach from pathway to performance.
Insight & research
Build a system-wide insight capability linking the DNA with recruitment, game model and performance services to deliver actionable, evidence-based insight across the Men’s and Women’s pathways.
Ensure the system has a robust talent decision framework that utilises multi-source intelligence, including IDPs, player 360° intel, depth charts and benchmarking against global standards.
Design and oversee a “What It Takes To Win” (WITTW) knowledge system capturing key performance insights from international campaigns, competitions and tournaments to ensure learning drives long-term development of performance and talent pathways.
Develop partnerships with research and innovation hubs to continually modernise Welsh Rugby’s coaching methods, technical research, innovation and performance infrastructure.
Player development & pathways
Lead the strategic alignment of structures, programmes and resources across the Men’s and Women’s pathways to ensure a clear developmental identity where high-potential talent is supported, challenged and developed in the right environments and performance programmes.
Support the integration of education and performance environments, connecting schools, colleges and universities within the national pathway.
Ensure seamless progression through coordinated calendars, game programmes and development frameworks.
Provide targeted support for high-potential players at critical development stages.
Continuously evaluate and adapt the system to deliver unique-to-Wales developmental experiences and sustained performance outcomes.
Match officials
Align match officials philosophy with the Welsh Rugby DNA to ensure the way the game is officiated reinforces the evolution of the national game model, skills framework and player development principles.
Elevate the match official development system by advancing the strategic plan for recruitment, development and retention of elite match officials; strengthening the pathway from community to international level; and raising coaching, mentoring and performance standards to meet professional and international benchmarks.
Embed continuous review and collaboration by integrating officiating insight into WITTW processes to evaluate how the game is refereed in Wales, ensuring consistent alignment between playing trends, match official performance, and the evolution of Welsh Rugby’s technical DNA.
Professional standards
Maintain excellent levels of personal development to ensure knowledge and practice remain at the highest possible level to support role and team objectives.
Act as an exemplary role model for Welsh Rugby in leadership practice and behaviours.
Act as an outstanding ambassador for the WRU and the game in Wales, representing the organisation in media and communications and operating with intelligence and strategic awareness.

Mewnwelediad ac ymchwil
Adeiladu gallu mewnwelediad ar draws y system sy’n cysylltu’r DNA â recriwtio, model y gêm a gwasanaethau perfformiad i ddarparu mewnwelediad gweithredadwy, sy’n seiliedig ar dystiolaeth, ar draws llwybrau’r Dynion a’r Menywod.
Sicrhau bod gan y system fframwaith penderfynu talent cadarn sy’n defnyddio deallusrwydd aml-ffynhonnell, gan gynnwys CDAau/IDPs, deallusrwydd 360° am chwaraewyr, siartiau dyfnder a meincnodi yn erbyn safonau byd-eang.
Dylunio a goruchwylio system wybodaeth “Beth Sydd ei Angen i Ennill” (WITTW) sy’n dal mewnwelediadau perfformiad allweddol o ymgyrchoedd rhyngwladol, cystadlaethau a thwrnameintiau, er mwyn i’r dysgu yrru datblygiad hirdymor llwybrau perfformiad a thalent.
Datblygu partneriaethau â hybiau ymchwil ac arloesi i foderneiddio dulliau hyfforddi, ymchwil dechnegol, arloesi a seilwaith perfformiad Rygbi Cymru yn barhaus.
Datblygu chwaraewyr a llwybrau
Arwain aliniad strategol strwythurau, rhaglenni ac adnoddau ar draws llwybrau’r Dynion a’r Menywod i sicrhau hunaniaeth ddatblygiadol glir lle mae talent uchel ei photensial yn cael ei gefnogi, ei herio a’i datblygu yn yr amgylcheddau a’r rhaglenni cywir.
Cefnogi integreiddio amgylcheddau addysg a pherfformiad, gan gysylltu ysgolion, colegau a phrifysgolion o fewn y llwybr cenedlaethol.
Sicrhau dilyniant di-dor drwy galendrau cydgysylltiedig, rhaglenni gemau a fframweithiau datblygiad.
Darparu cymorth targedig i chwaraewyr uchel eu potensial ar gamau datblygiad critigol.
Gwerthuso ac addasu’r system yn barhaus i ddarparu profiadau datblygu unigryw i Gymru a chanlyniadau perfformiad cynaliadwy.
Swyddogion y gêm
Alinio athroniaeth swyddogion y gêm â DNA Rygbi Cymru er mwyn sicrhau bod y ffordd y caiff y gêm ei dyfarnu yn atgyfnerthu esblygiad y model gêm cenedlaethol, y fframwaith sgiliau a’r egwyddorion datblygu chwaraewyr.
Dyrchafu system ddatblygu swyddogion y gêm drwy symud ymlaen â’r cynllun strategol ar gyfer recriwtio, datblygu a chadw swyddogion elît; cryfhau’r llwybr o’r gymuned i’r lefel ryngwladol; a chodi safonau hyfforddi, mentora a pherfformio i feincnodau proffesiynol a rhyngwladol.
Gwreiddio adolygu parhaus a chydweithio drwy integreiddio mewnwelediad dyfarnu i brosesau WITTW, gan werthuso sut mae’r gêm yn cael ei dyfarnu yng Nghymru a sicrhau aliniad rhwng tueddiadau chwarae, perfformiad swyddogion a’r DNA technegol sy’n esblygu.
